General capability and experience
Gavin spent his first professional year as Associate to Justice Jacobs in the Supreme Court of South Australia until 1990 when he joined Norman Waterhouse. Gavin leads the firm's Planning and Environment team and is a specialist in property development, urban and regional planning, environmental and administrative law. He has focussed on advising and representing private industry and the firm's significant local government client base.
Personal strengths and achievements:
- Provides strategic advice on development proposals, land use and environmental authorisations and regularly appears as an advocate before planning authorities and the Environment, Resources and Development Court.
- Is principal legal advisor to the operators of two of Adelaide's major landfills and represented them in the Environment, Resources and Development Court and Supreme Court proceedings and their negotiations with the Environment Protection Authority.
- Has developed extensive experience in major projects, land contamination, enforcement, statutory and regulatory interpretation, land acquisition, public and environmental health, heritage protection, risk management, environmental protection and resource management.
- Member of Ministerial Urban Trees Reference Group which lead to legislative amendments to provide for the protection of significant trees.
- Co-author of the Guide to South Australian Planning and Development System for Planning SA and the Local Government Association.
- Holds Master of Laws degree specialising in Environmental Law.
- Executive and Board member of several leading planning, environmental and educational organisations.
