General Capability & Experience
Paul has over 20 years' experience
in private practice and academia in the areas of Environmental Law, Land Use
Planning Law and General Public Law. Commencing practice in 1982 at Stratford
& Co he moved from there to become legal officer for the City of Tea Tree Gully
joining Norman Waterhouse in 1985 where he remained as a partner until 1995.
He then spent four and a half years as Director of the Australian Centre for
Environmental Law and Senior Lecturer at the University of Adelaide Law School.
He returned to Norman Waterhouse as a partner in 2001 and now acts as a Consultant to the firm.
His focus is on providing advice and representation to the firm's significant local government client base, private industry and a range of training and development programmes in the Environmental Law area.
Personal Strengths & Achievements
- Provides strategic advice on development proposals, land use and environmental
authorisations and advocacy before planning authorities and the Environment,
Resources and Development Court.
- Has developed extensive experience in major projects, land contamination,
enforcement, statutory and regulatory interpretation, land acquisition, public
and environmental health, water resources heritage protection, risk management,
environmental protection and natural resource management.
- Is an author of a diverse range of papers in the environmental and planning
areas and has presented papers at a number of conferences both within Australia
and overseas.
- Published a range of papers in various legal journals in his area of expertise.
- Holds a Master of Laws degree with major dissertation on cooperative arrangements
between the States and Commonwealth for the Management of the River Murray
Basin.
- SA Editor for Local Government Law Journal.
- SA Editor for "Planning Law in Australia".
- Editorial Board Member of Australian Journal of Environmental Management.
- Deputy Member of South Australian Government's Major Developments Panel.
- Appointed Member of IUCN Commission on Environmental Law
- Chairperson, Law Society of SA Planning and Environment Committee.
- Developed Environment Protection Enforcement Certificate Course to educate
and train authorised officers under the Environment Protection Act.
- Team leader and trainer in AusAid Funded Projects delivering training on
Environmental Law and Enforcement to Indonesian bureaucrats and judiciary
both within Australia and in Indonesia.
- Member of NELA, Environment Institute of Australia, AIUS, and Environmental
Defenders Office Management Board as well as a number of community organisations.
- Chairperson, SA Veterinary Surgeons Board
