Community Land Management Plans Drafting Workshop - Adelaide Metro

Norman Waterhouse delivered a number of Community Land Management Plan (CLMP) workshops across the State following the decision in the ‘Coast Park’ case to update councils on that case, the application of the decision to the interpretation of CLMPs and the risks associated with having inadequate CLMPs.

There was some anticipation within the sector that the recent local government reform legislation might have amended and clarified the content requirements for CLMPs following the ‘Coast Park’ decision. However, this has not occurred and we are aware that a number of councils have now embarked on projects to review and update their CLMPs to ensure legislative compliance and with regard to the judgment in the ‘Coast Park’ case. We also understand that councils are looking to ensure that their CLMPs assist their council to strategically manage, and deliver desired outcomes from their management of, their community land.

The Norman Waterhouse team has put together this new training workshop comprising two components. The first part of the workshop will consider and analyse the legislative requirements for CLMPs and the ramifications of the Coast Park decision. The second part of the workshop builds on this foundation with an interactive drafting workshop to provide council officers involved in CLMP reviews and re-drafting projects with ideas and skills to apply to their work. The drafting workshop aspect will provide an invaluable forum for attendees to discuss and consider different approaches and issues with other council officers undertaking similar projects and key practitioners who regularly advise and assist councils in this area.

The workshop is intended for all council staff that are involved in CLMP review and re-drafting projects, as well as any council staff that are new to community land management or who need to understand the legal framework for the management of community land as part of their broader roles within council. The workshops are being held on a ‘region basis’ to maximise opportunities for discussion and collaboration across councils.
